From October 8-10, 2024, the Portuguese Government and EPAS (Enlarged Partial Agreement on Sport of the Council of Europe) hosted the 18th Council of Europe Conference of Ministers Responsible for Sport in Porto, Portugal. The conference, themed "Governing and Governance in Sport: Supporting a Fresh Approach to Match its Societal Importance," brought together over 200 key stakeholders, including ministers, NGOs, institutional partners, and sports organizations from 50 countries.
TAFISA was represented by its Treasurer, Mr. Janez Sodrznik. This year's conference also marked the 10th anniversary of the Macolin Convention on the Manipulation of Sports Competitions—the only legally binding international agreement dedicated to safeguarding sport from manipulation and illegal betting. On October 8, a special session brought together public authorities, sports organizations, and betting operators to assess the Convention's progress, addressing challenges like the slow pace of ratification. A declaration was adopted, emphasizing the continued importance of the Convention and the collective commitment to expand its implementation. Read the full declaration here.
On October 9, discussions during the main conference sessions centered on governance in European sports, gender equality, and supporting dual careers for athletes. Delegates advocated for transparency, inclusivity, and ethical management within the sports sector, focusing on public policy and stakeholder cooperation.
TAFISA supports the principles of the European Sports Charter, which emphasizes human rights, fairness, and accessibility. Sessions on women's leadership in sports and athletes' dual careers highlighted critical challenges, including the need to increase gender representation in sports leadership roles and provide comprehensive support for athletes balancing their educational and sporting ambitions.
The conference concluded with the adoption of a resolution aimed at strengthening governance frameworks, promoting international cooperation, and advancing transparency across the European sports landscape. Participants reiterated their commitment to ensuring that sport continues to serve as a powerful tool for societal progress, inclusivity, and ethical integrity. Read the full resolution here.
TAFISA remains dedicated to advocating for ethical, transparent, and inclusive governance within the global sports community.
