The INTERACT+ project aims to increase participation and education in Sport for All and health-enhancing physical activity, develop new delivery systems in Sport for All capacity building, and support sports organisations in changing their policies. To make these changes in the most sustainable and efficient ways, the INTERACT+ project began with establishing a strong evidence base for the project. This work package, led by University of Limerick, aimed to provide an evidence-based process for the capacity building of international sport organisations and their personnel. The capacity-building programme is designed to train, qualify, and empower International Sport Organisations, their Continental and National Federations, and local sport clubs to become Sport for All leaders worldwide. By placing Sport for All and physical activity development and promotion at the core of their activities, they will in return increase participation in their sports and disciplines, help gain new members, and improve their visibility, reputation, and recognition.

A literature review of the leverages and barriers associated with sport organisations implementation of interventions has been written. The key messages identified that having qualified and competent personnel and resources, getting the intervention into policy, low-barrier and evidence-based designed interventions, and providing education and training were key aspects of successful implementation. Communicating and collaborating between settings and tailoring the intervention to the target group and other stakeholders were also key actions to implementation success.

To provide an evidence base for the Sport for All training, the Theory of change was undertaken over the course of three meetings with project partners and the INTERACT+ Advisory board. The Theory of change began with the creation of a logic model. A logic model is a visual representation or a structured framework that outlines the components and relationships of a program, project, or initiative. It serves as a valuable tool for implementing a theory of action. Having a logic model provides many advantages to programme implementers, such as providing a clear and concise representation of the programme’s components which aids in communication between stakeholders and funders, helping to ensure alignment between the programme’s activities and its intended outcomes, and providing key performance indicators that facilitate data collection and programme evaluation. The logic model also aids in resource planning and allocation and should allow for ongoing monitoring and assessment. The logic model for the Theory of Action is shown below.
